News about massacre actions over Turks in Kerkuk came to Turkey on 19 July. Arriving at the airport from Switzerland on that night, Minister of Foreign Affairs Fatin Rustu Zorlu went directly to his office and worked on the situation late at night. Two days later, he accepted the Ankara Ambassador of Iraq and required guaranty. Turkish Ambassador in Baghdad, Fuat Bayramoğlu, came to Ankara and met with the Minister of Forreign Affairs and gave information about the incidents. Having the directives, the Turkish Ambassador went back to Iraq and submitted Kasım the requirements of Turkish Government as well as a letter from Prime Minister Adnan Menderes. On 25 July 1959 Turkish Ministry of Foreign Affairs made a declaration to public. It was announced that about thirty Turkish origin Iraq citizens were killed during this terrible incidents in Kerkuk and that Turkish Government made necessary attempts to Iraqi Ministry of Foreign Affairs through our Baghdad Ambassador. It was also mentioned in this declaration that Iraqi Ambassador in Ankara stated similar expressions about these incidents and gave guaranty about the situation of Turkish origin citizens in Iraq, which they accepted that it would be prevented from revealing again such movements that were on contrary to the Constitution of United Nations.
