Although the Iraq Turks cultural rights had been guaranteed since 1923, wasnt put into practice. Between 1936 and 1958 Turks were banned from publishing in Turkish and establishing Social and Cultural Association.

Nuri Said era not giving permission for Turkish education and publication made many things to assimilate Turks.When Turk Committee coming Iraq visited Kerkuk because of Sadabad Pact,Administors of Iraq Government got worried.People in Kerkuk welcomed the Turk Committee with open arms and the members of the committe were carried on peoples shoulders in ceremony.Even the people who was excited began to cry and Kerkuk had a wonderful day.As a result of this visit hundreds of The Turk intellectuals were arrested and sent into exhile to the South region by Iraq management After this event none of the comittee coming from Turkey wasnt allowed to visit Kerkuk.These kinds of pressures and exhiles Iraq Turks met continued between 1941 and 1946.
