Dictators in the background turned the government over to Baas Party. Abdusselam Arif was appointed as the president; but Legislation and Execution authorities were empowered to National Revolution Command Council. Colonel Ahmet Hasan el Bekr was appointed as the Prime Minister. After a short time, conflicts and divisions began to appear in Baas Party. Abdusselam Arif`s authorities were largely restricted. Arif, who took the advantage of this situation, got rid of the Baas supporters with the help of military forces in 1963. Since the economy worsened a lot, Arif, who was in favour of Statism, prepared for the civil government and decided to abolish the government in which the army was profoundly effective. As Abdusselam Arif died in a helicopter crash in 1966, Abdurrahman Arif , his older brother, was nominated as the president. After a few months, civilian government resigned because of the officers oppression and the Army took over again. Due to oppositions, the Government kept changing. Finally, the cliques planned to come to power by co-operating with Baas Party. Baas Party benefited from these cliques support and came to power on 17th July 1968 through the coup made by el-Bekr. Bekir, nominated both as President and Prime Minister, ruled over the country as chairman of the Revolution Command Council which meant being the greatest leader of the Government at the time.
