Providing Turks with their own Cultural Rights
Nobody thought that Arab Socialist Baas Party would come to power and cause danger between the Turks in the near future. In fact, this party was based on Arab Racialism as could be understand from its name. Some political proceedings made Baas Party provide the minorities in Iraq with some cultural rights. Among these proceedings, the Kurdish, a minority with the largest population after Arabs, were leading the top Actually, the Kurdish had rebelled in Iraq for long years and led to the Baghdad Governments going down Baghdad Government started to the military attack in Northern Iraq Molla Mustafa Barzani who had been inciting the Kurdish since 1960. Talip Maştak, who was Ankara Ambassador of Iraq at the time, held a press conference on 12th June 1963. He expressed that Barzani represented the Kurdish in no way and he was only interested in personal affairs and leadership. He also emphasised that Barzani had been trying to put an end to the integrity of Iraq by co-operating with communists. In the press conference, the Ambassador pointed out that ; Iraq Government had been preparing bill on giving the Kurdish autonomy and after securing north of the country against the terrorists they would put this regime into practise Furthermore; upon a journalists question on Iraq Turks autonomy, he explained that this issue was still being examined by Iraq Government.
However, Kerkük, which had been clamed for a long time by the Kurdish and wanted to be the Capital, was recognised as a part of Turks. Iraq Turks were provided with cultural rights with the Revolution Command Councils confirmation 89, 24th January 1970 dated.
