Sivas Congress had resulted from the national awakening that was caused by the internal and external threats that the Turkish Nation encountered. The assembly of this congress had been resolved in the Amasya Circular. The uninterrupted maintenance of the activities and the finalisation of the congress actions were a great success. It is beyond doubt that Mustafa Kemal Pasha had the greatest share in this success. He had heard of the news about the ambush in the course of his journey to Sivas but he remained coolheaded. If he had gotten flurried instead of being coolheaded and had tried to return to take reinforcement, it would probably have jeopardised the assembly of the congress. He had followed the activities of Ali Galip with a great patience and diligence and he had taken the proper precautions. If it had not been the case, this congress would have probably been discharged before any conclusion. Similarly, if it had not been for such a leader like Mustafa Kemal Pasha, the mandate that was not even clearly understood by most of the delegates would have been accepted. Despite the few number of the representatives (38 persons), Sivas Congress was the only council that represented the nation in the period when the Council of Representatives was discharged in the Ottoman Parliament. However, the congress assembled despite the explicit opposition of the government in Istanbul and Mustafa Kemal Pasha that was the subject to be arrested was elected as the chairman of the congress. Therefore, all these characteristics show that Sivas Congress had a revolutionist quality like Erzurum Congress. As it had been resolved in Erzurum before, Sivas Congress declared the integrity and indivisible quality of the country and its resolution for the collective defence and resistance of the nation against the enemy. It emphasised the principles of full independence and the national sovereignty for once more and it turned these principles into the fundamental principles. Therefore, it stipulated the National Pact Principles together with Erzurum Congress. The Congress united all of the national societies under a single union and this union was a great stage in the establishment of he union and solidarity. The appointment of a commander for the Western Front meant that the congress executed the executive power pertaining to the government. Through Sivas Congress, the National liberation movement attained a leader and an organisation that would manage it. It has been clearly observed that Mustafa Kemal Pasha would be the leader of this struggle and resistance henceforth. The Representative Committee acted like a government until the establishment of Turkish Grand National Assembly (TBMM) in Ankara.
