We should not forget the significant status and role of the scholars within the state. Nearly all travellers (Evliya Çelebi, Peyssonel, De Tott) had indicated the importance attached to the issue of Islamic education and training in the Crimea, the abundance of the Muslim theological schools and the devotion of the people of cities and villages. The Crimea was divided into 48 jurisdiction places for Muslim judges in respect of administration; and the civil administration and all the legal affairs were within the authorities of the Muslim judges. Nearly 124 registries pertaining to these Muslim judges that indicate their administrative and jurisdictional activities have been forwarded to Leningrad museum.
