The regions that were under the domination of the Crimean Khanate since the period of Hajji Giray Khan were consisted of the Crimean peninsula, Taman, Kipchak and Kabartay regions. These four regions had maintained their autonomous situation until the end of the khanate. The Khan would reside in Bahçesaray in the Crimean peninsula. Since the year of 1475, Kefe located in the south became directly submissive to the domination of the Ottoman ruler together with the regions around Sudak and Mangup ports. An Ottoman governor was appointed to reside in Kefe with the rank of a district governor or a province governor.
Although Mengli Giray had officially abandoned the domination over these regions through an agreement that he concluded with the Ottoman ruler, some of the Crimean khans that followed him did not abstain from claiming rights on these castles or at least, the regions and lands around it. In the year of 1539, Sahib Giray Khan alleged that the regions behind the range of artillery pieces were under the domination of the khan. Afterwards, against the Kazakh and Russian attacks, the Crimean khans consented to the construction and defence of Ozu Castle in the spring og Ozu (Dneper) River and Yeni-Kale in the strait of Kerç by the Ottoman State. Half-nomadic tribes that had come to the regions in various periods wandered around the steppe lands in the region located in the north of the Crimean peninsula. These people constituted the military forces in the Crimea and they represented nearly all Turkish and Mongolian tribes in accordance with their social merits in the position called as Kayalar-Alti.
The peninsula was separated from the Kipchak steppe lands with a strong fortification pertaining to the ancient periods that was located in today's Berzah, in other words, on Or-Kapı (Perekop) that even attracted the interest and admiration of Baron de Tott. The defence of Or-Kapı was assigned as a post of the Or bey. The borders of the Kipchak region that was under the dominion of the Crimean khans extended towards Belgorod in the north in the beginning. However, the Kipchak area included all the steppe lands extending from Prut River towards Azov in the north of the Black Sea. When Bayezid II came as a result of his military expedition to Akkerman in the year of 1484, Mengli Giray captured the town of Kavsan and its environs and expanded his field of domination in Bessarabia.
