According to the data of the World Bank, Turkey has been in the 16th line among 127 countries with the increase rate of 2.9% in the annual average GNP per capita between the years of 1980-1991. According to the report titled as World Development Indicators in 1997” issued by the aforesaid institution, Turkey has been included within the 10 markets with the highest development potential of the world together with China, Brazil, Russia, India, Mexico, Argentina, Indonesia, Thailand and Pakistan that are considered as the developing giants of the world. Excluding the years of 1980 and 1994, the Turkish economy has attained a good development trend in the recent years. The growth rate of annual average GNP excised as 5.3% between the years of 1980-1990, 3.2% between the years of 1990-1995 and averagely 7.9% between the years of 1995-1997. With these growth rates, Turkey has accomplished a growth over the world average. In order to provide a permanent decrease in the inflation and to establish the stability in the macro economical balances, budget, debt and monetary programs have been arranged and applied in three-month periods since the beginning of the year of 1998. In the first half of the year, the targets stipulated within the program have been accomplished and pursuant to this positive development, a “Close Follow-up Agreement” has been concluded with the International Monetary Fund (IMF) for a period of 18 months in June 1999. However, the outburst of the crisis that broke out in the southeastern Asia in the middle of the year of 1997 got deepened. Therefore, just like the other regions of the world, this event negatively effected the financial policies in Turkey. As a matter of fact, the economy has developed with only the rate of 3.8 because of the effects of the policies that were used in fighting with the inflation in the year of 1998. Nevertheless, the targets of the programs have been nearly accomplished and the inflation has shown a decrease and the growth rate excised over the target rate of 3% that was stipulated within the program. The Gross National Product (GNP) on the basis of dollars has increased to the figure of 204 million dollars with the growth rate of 5%. Compared to the year of 1997, the national income per capita has increased with a growth rate of 4.7% and reached to 3224 dollars.
