When Yavuz Sultan Selim defeated Safeviler in Caldiran War,for protecting Iran boundary he sent Idris-i Bitlisi to the area.Because he wanted the Kurt and Turkomen emirs,who were subjected to Shah Ismail before,to depend on the State of Ottoman.However Idris-i Bitlisi realized very useful activities in these areas. The emirs of Ottoman were given the places,they settled down,as yurtluk and ocaklik.In this way,they had the tribes depended on the State of Ottoman. Kanuni Sultan Suleyman entered Kerkuk City in Tebriz War following Kirmansah way and passing from Cebel-ü Hamrin ,Sulukan Cayır and Leylan in 1534.Kerkük was under the rule of Turkomen before Ottoman.
So it was called Gokyurt and was recorded officially with this name.Kanuni Sultan Suleyman stayed in Kerkuk for 28 days.In the same year,the rule of Ottoman was made certain with Baghdat war and the conquest of Baghdat.Then Baghdat was made a province center, containing seven districts.Despite this knowledge given in some sources,it is informed in Musuls Salname, dated 1312,that Musul was a province containing 3 districts in 1090 (1679-80).
On the other hand,Mustafa Nuri Pasha States that no sooner had Musul ruled over by the State of Ottoman then it changed into a province.Also he indicates Musul district (Pasha district) ,Bacvanlu,Tikrit,Eski Musul,Horen, Bana as the districts connected to Musul.The same source sates that Musul Beylerbeyi had 680000 coins and his mirvas had between 200000 and 220000 coins.Also it is stated that there were 224 zeamet and timar in the area.
