While the envoys and emissaries of Yermak travelled to Moscow (December 1581- March 1582), Yermak organised some military expeditions on the banks of Irtish and Obi Rivers on his own. Otsyak and Vogul people were subdued. Finally, in March 1552, Koltso and his friends returned from Moscow. The confidence of Tsar reinforced the situation of Yermak totally. Bolhovskiy, the general governor (namestnik) that was appointed by the Moscow government and his assistant, Gluhov came to the city of Iskec together with nearly 500 Russian soldiers in the month of November in 1583. Therefore, the Russian domination was established in Sibir. However, the struggles did not come to an end; the Russian domination was not established yet even in the places near to Isker.
The aforesaid "karaca" prince organised some attacks even to Isker. Such an attack that took place in March 1584 was repulsed by the Russians. Since there was not any food to feed the Kazakhs and Russian soldiers in the city of Isker and it was impossible to take foods from the neighbouring people, a terrible poverty and contagious diseases broke out among the Russians. It has been also known that the corpses of the dead people were even eaten by these people. Therefore, most of the Russians and Kazakhs in the city of Isker and the first Russian governor, Bolhovskiy became sick and died. Upon this event, his assistant, Gulhov established dominion over the administrative affairs.
