The lands were divided into two administrative regions in the ancient Turkish state: Right-left, north-south, east-west, ak (=white) (sarı=yellow)-kara (=black) (Ak-Hun, sarı Türgiş-Kara Türgiş, Sarı Uygur, Sarı (ak) Oğur, Kara Khazar -Ak Hazar, Black Hungaria - White Hungaria, Black Kipchak, Interior-exterior (among Karluk people?, among Bulgarians ?), Üç-ok-ok Boz-ok(among Oguz people). In this division, either of the sides would have a superior domination over the other.
This superior domination was in the possession of the left side in the Asian Hun State and the right side in the Western Hun State and the Gok-Turk State. The governors that administered the regions would apply the provisions of the laws under the high domination of the real ruler and they would participate in the foreign relations in respect of the issues that were related with their countries. However, they would collect together in respect of the issues that were related with the entire State. When the armies got united, everybody would take up his position in the left or right wing in accordance with the side that he belonged to.
There were two (left and right) "kings" and two kok-I "kings (left and right) in the Asian Hun Empire. The number of the leaders that were expanded to the entire empire was 24. The kings of the wings were appointed among the members of the ruler's dynasty: Uldiz, Aybars, and Oktar were the paternal relatives of Attila. The wing kings that followed them named as Irnek and Dengizik were the brothers of the Emperor Ilek.
In the Gok-Turk State, Istemi Yabgu was the brother of the Kagan (Ruler) Bumin. In the period of Kapgan Kagan, the two sad people named as Bilge and Kül-Tigen were his nephews, etc.
Among the On-ok people, there were 5 Çur people that were the leaders of the 5 To-lu tribes and 5 Erkin people that were the leaders of 5 Nu-şi-pi tribes. The number of these ranks and posts was 28 in the Gok-Turk Empire. Furthermore, there were also some officials that were entitled with the titles of Sagon, Gok-Sagon, Alpagot, etc.
Besides the members of the State council, buyruk people (ministers, ministrants), internal-buyruk people (the ministers of the internal affairs of the palace), there were also some state celebrities that carried the titles of inanç, tarkan, apa, boyla, yula, baga, ataman, tudun, yugruş, külüg, "atı" (among Gok-Turk people) and "babacık" (among Khazar people), and "atabey" (tutor) in the further periods, etc. and these titles were not hereditary.
