We do not have sufficient information about the persona land penal provisions of the laws and the judgement procedures and types among the ancient Turks. According to the disorganised news that was observed within the foreign resources, the crimes were sentenced to very heavy penalties: the penalty for murder was execution, and the robbery, theft and the abduction of animals were definitely prohibited. The robber that was caught and the thief that was caught red-handed would be killed and their properties would be confiscated. Additionally, the freedoms of the members of their family would be restricted. The penalty for drawing the sword against anybody in the period of peace was execution. Rape was considered as one of the major crimes. This crime would sometimes necessitate the penalty of execution. The offenders would be imprisoned for a period of maximum 10 days. In the ancient Turkish states, the penal affairs were resolved with definite provisions, in other words, the crimes were investigated through criminal proceedings by the state. Therefore, these characteristics prevented the existence of the tradition of seeking blood vengeance in the society.

It has been understood that the judicial organisation was composed of the high state court under the chairmanship of the ruler and the "judges" and their attendants. Attila had publicly interrogated Bigilaş that was one of the criminals that organised an assassination for Attila in front of a committee. Famous Tonyukuk who was the Gok-Turk "aygucı" (counsellor) had been the member of the high state court in the years when he was dismissed from his post by Kapagan (705-716). As it has been stated within the Islamic resources, there were 7 chief judges in the capital city of the Khazar Khanate. They heard the cases of the Muslims, Christians and Jews in twos and one of them heard the cases of the Slav people and the other communities. There must have been a comprehensive judicial body that we have not known so far in respect of the Turkish political organisations that we have stated with their strong legal and judicial characteristics.
