“...Greece undertakes that the principles covered within the articles between the article 38 and the article 44 shall be recognised as the fundamental laws, and that any law, any regulation (by-laws) and any official transaction shall not be contrary to or in contradiction with these principles and that any regulation (by-laws) and any official transaction shall not be considered superior than these principles.”However, the article 24 of the Greek Constitution (1975) that has constituted the base for its membership to EC underlines and confirms the relevant liability in general. According to this article, Greece acknowledges that “...the general principles of the International Law and the international agreements that have been approved and put into force shall be the indispensable part of the national laws of Greece and that they shall have an overwhelming priority when compared to the principles of law in contradiction with them.” The first intervention oriented towards unpleasant Greek desires that was imposed on the Congregational Management Boards (CIH) responsible for the management of the properties and real estates of the foundations of the minorities took place in such and early year of 1946. The government of Panagi Ksaldaris who gained power in this year dissolved the Congregational Management Board in İskeçe and instead of this board, this government appointed a “collaborator” commission to take mission until the year of 1950. The policy towards getting closer between Turkey and Greece that was initiated in a self-possessed manner provided the continuation of the regular CIH elections until 1967 excluding the postponements in 1960 and 1964. The Colonels’ Junta that gained power in 1967 increased the interventions.

The Junta government tore down all school signs including the term of “Turk” and started to dissolve CIH and appoint “puppet CIH” as a preparatory incident for the “puppet muftis” that were to substitute them after nearly 20 years. Within this context, it took the advantage of the determination of the mufti directorate in Dedeağaç as disintegrable. It then declared that CIH commissioned in this region was abrogated on the grounds that “there was not any mufti directorate in Dedeağaç”. Related with the issue of CIH, it should be added that the name of Hafız Yaşar, the puppet Chairman of the muppet CIH in Gümülcine where Turks lived in majority was identified as identical with “the chief treasonist” among the Turkish minority. In those times, 113 students including 79 poor students who stayed in the dormitory operated by CIH were taking scholarship from the wealthy families of the minority. In brief, this scholarship was abrogated in his period in the position of chairmanship of CIH.

As a consequence, the CIH in the Western Thrace has been managed by the puppet members and chairmen like the mufti directorates recently. The chairmanship of Gümülcine CIH is under the management of Abdülhalim Dede with great arbitration and authorities as a complete substitute for Hafiz Yaşar.

Among the Western Thrace Turks, some associations-organisations broke out under the name of “Turk” pursuant to the Treaty of Lausanne. These orgaisations prove that the Turkish minority had a sense of “nation” rather than “community” in parallel to the progress in the Republic of Turkey and that they were in the process of a socio-cultural change referring this sense. The trivial respect shown by the minority to the associations-organisations based on the sense of “community” totally disappeared and most of their supporters adopted the sense of a “nation”. The foundations that had been organised were “İskeçe Turkish Union” that occurred in 1927, “Gümülcine Union of Turkish Young People” that followed it in 1928 and the “Union of the Western Thrace Turkish Teachers” founded in 1936. Through their social and cultural functions, these organisations provided an undeniable contribution to the development of the social union and integration among the minority.

The first Greek action against these organisations-associations that were known as the three brothers due to their significant functions was initiated in the year of 1984 and they were officially abrogated in 1988. The motives were the abolition of the term of “Turk” in the titles of these organisations on the grounds that “it yields to the impression that there are Turkish citizens in the Western Thrace” (November 1984), and the abrogation of these organisation on the grounds that “they were occupied in detrimental activities” (May, 1985). This scenario was put on the stage upon the suits opened by Gümülcine Governor, N. Papadimas on the aforesaid grounds and motives. As it is known, the High Council of Greece (Areios Pagos) with the capacity of the final court of appeal ratified the court decisions about the prohibition of the usage of the term “Turk” in the titles of these three organisations-associations on the grounds that “There are not any Turks in the Western Thrace” (the aforesaid motive was transformed into this form) on the date of 20th November 1987 and the abrogation of these organisations- associations on the grounds that “they are occupied in detrimental activities” on the date of 5th January 1988.

As it is known, these two resolutions meant the denial of the Turkish existence in the Western Thrace and the refusal of the fact that these Turks had some cultural and social activities in accordance with the Greek laws that are in compliance with the principles and spirit of the international legal documents since 1927. These resolutions laid the ground for the organisation of a meeting of Turkism for the first time in the history of the minorities (29th February 1988). As it can be well remembered, the date of 29th January 1989, the 2nd Anniversary of the Turkism meeting was recorded in the history of the minorities as the “Greek vandalism” by the pillager Greek fanatics that were activated by the Greek secret agencies. In the raids organised with stones and sticks by the pillager and fanatic Greeks, 30 Turks were injured and the shops of 270 Turks were devastated and despoiled.
